Administrator presents personnel update; committee weighs options for finance director hire

County Administrator Clemons presented a personnel update and a list of 2025 goals to the Executive and Finance Standing Committee, reporting ongoing work to refine employee review processes, complete wage-scale maintenance and update the employee handbook in sections.
Clemons said the county has experienced configuration issues with its Tyler payroll system that have not affected pay but have caused behind-the-scenes problems that staff are working with the vendor to resolve. “People are continuing to get paid, so there hasn’t been an issue there. But it’s really behind the scenes,” Clemons said.
Clemons also briefed members on the search for a finance director. The county received eight applications and interviewed four candidates; the panel did not identify a candidate who met the position’s qualifications. Clemons said options include revising the job description, hiring a part-time finance director to focus on forecasting and long-term planning, or retaining consulting services for specific tasks. “One of the things that we’ll be looking at as possible next steps is to modify the job description a little bit and maybe look to hire a part time finance director… maybe there’ll be somebody out there who’s retired and looking for a little something to do,” Clemons said.
Committee members suggested alternatives including contracting with a consultant for interim financial planning and confirmed staff will return with recommended next steps. Clemons said department head review forms were largely returned and are under review; the goal is to complete all performance reviews by July 1 and issue budget guidance to departments on July 1.
The administration said capital-improvement requests are due to the administrator by June 16 and that personnel-reporting improvements and handbook revisions will be presented to the board in sections to make review manageable.
