Greene County warns of uncertainty for HEAP energy-aid contracts as federal funding remains unresolved

Kyra, a Human Services/HEAP staff member, told the board the county has no signed federal HEAP contracts yet and that the federal administration had closed an office she normally coordinates with. She said state OTDA will submit a federal-state plan by the early September deadline but that at the moment there are no confirmed federal appropriations for the coming program year.

Kyra told the board the county usually begins contracting in September to prepare for the winter HEAP season, and without timely federal and state allocations the county may be required to cover emergency benefits. "I usually start a contract person in September. I get 50 of that worked on in September, October, and November so we can get rolling because there's no way I can handle 4,364 people in my lobby in 3 months," Kyra said.

She said Greene County authorized 4,364 benefits for the close of the prior year, including 1,067 emergency authorizations totaling roughly $3.2 million. Kyra described the federal-state funding flow: some federal dollars are passed through the state, and timing and amounts remain unclear. She warned the county may have to front emergency costs if federal dollars are delayed or appropriations are reduced.

Board members discussed whether the county should pre-notify likely repeat applicants to begin personal planning; Kyra said any formal program communications would need state approval and that HEAP is not a county-run entitlement program. The board also discussed the likely heavy impact on seniors and fixed-income households and asked staff to monitor developments and report any state guidance.
