Richland County committee adopts single-person public comment form

The Richland County Executive and Finance Standing Committee voted Tuesday to adopt a single-person public comment form designed to standardize how members of the public register and present comments at committee and county board meetings.

Committee members approved “Version 2,” described at the meeting as an individual sign-in and comment sheet, after discussion of form layout, online submission and decorum rules. The measure passed by voice vote; committee members signified approval with multiple “Aye” responses.

The form is optional, but proponents said it helps structure the comment period and creates a consistent record. Administrator Clemons said the form would be posted on the county website and would be available in paper form at meetings. “This condenses everything into one form that basically says, here’s public comment, here’s the way in which it can be delivered, and then please put your information down on the bottom there,” Clemons said.

Committee members reviewed three draft formats. Supporters favored Version 2 because it provides one form per speaker, which committee members said reduces confusion when many people submit comments on the same topic. “One form, one person, one topic,” Commissioner Frank said, urging adoption of Version 2.

Board members clarified how the form will work in practice: commenters may give their name and address verbally at the meeting instead of completing the paper or online form; online or email submissions will be accepted as correspondence; and meeting chairs retain discretion to manage the public comment period if speakers exceed available time. The committee confirmed that current board rules limit individuals to one appearance and three minutes per meeting, and that the county may set additional agenda-specific time windows when heavy comment is expected.

The committee also asked staff to include guidance on how people should proceed if their desired topic is not on the agenda, with a recommendation that those commenters contact the county administrator for direction on appropriate venues and committees.

The committee approved the form as presented and directed staff to finalize the online posting and process details ahead of the next full county board meeting.
