Council approves annual parking-maintenance assessments for Franklin Square and Convention Center

The Santa Clara City Council approved annual assessment levies on June 10 for two local parking‑maintenance districts: Franklin Square (Maintenance District No. 122) and the Santa Clara Convention Center complex (Maintenance District No. 183).
Franklin Square (MD 122): Public works staff said the district’s property owners contribute an annual flat assessment (previously set at $14,200) that is applied to an account used only for capital repairs to common areas (walkways, parking lot sections). Director Craig Mobeck told the council that the city remains responsible for day‑to‑day maintenance costs (landscaping, cleaning, utilities) — budgeted at about $140,000 — while the property-owner account is intended for capital repairs. Mobeck said the $14,200 figure has been unchanged since 2002 and last year the council did not levy the assessment, so the district’s balance reflects prior years’ interest and use. A council member who said their office is in Franklin Square recused from the item; the measure passed with six votes and one recusal.
Convention Center complex (MD 183): The council also approved the fiscal‑year 2025–26 assessment for Maintenance District No. 183, which funds shared services at the Convention Center grounds (parking lot cleaning, fountain maintenance, lighting, striping and other common-area items). Staff reported the total assessment for FY 2025–26 of roughly $1.99 million, to be split among the three district participants: the Santa Clara Convention Center (~$940,000), TechMart (~$643,500) and the Hyatt hotel (~$409,500). Public-works staff noted the city historically subsidizes the convention-center area’s day-to-day costs from the general fund; staff said the city is pursuing an RFP for paid parking at the convention center to reduce or eliminate the general‑fund subsidy in the future.
Votes and next steps: Both levies were presented at public hearings and confirmed by the council. Staff will continue to manage the maintenance accounts and bring forward any capital spending plans for the districts when repairs are identified. For the convention center, staff said a parking strategy and possible paid-parking vendor RFP will be developed to reduce the general-fund burden.
