“As we pass the 3 year mark since our jail was returned to direct public management, the Delco Coalition for Prison Reform is pleased to present our annual assessment of the progress that's been made on the reforms that we had proposed,” Cicconnelli said. He noted two organizational facts about the report: the coalition’s membership is composed of county residents, and the group evaluates progress against its prior written expectations without changing the criteria.
Cicconnelli said the coalition tracked 56 reform items: 46 percent of them now meet or exceed the organization’s expectations, and another 25 percent are approaching expectations. He said some proposed reforms remain unaddressed and urged future conversations with county leaders about outstanding items.
Board members thanked the coalition for its sustained engagement and for documenting progress and remaining needs; several board members urged follow‑up meetings to prioritize outstanding recommendations.
