Commission approves vouchers, contracts, IT purchases, staffing raises and routine county business

The Shawnee County Board of County Commissioners on June 9 approved a slate of routine county business including payment of vouchers, contract renewals, personnel pay resolutions and several facility and service contracts.
County Clerk Lisa Schmidt presented vouchers totaling $3,502,594.38 and commissioners approved payment without discussion. "Vouchers for last week is $3,502,594.38," Schmidt said; the motion to approve passed 3–0.
Among other items the commission:
- Awarded a bid to Midstates Materials for up to 4,000 tons of clean crushed limestone at $24.99 per ton for chip-and-seal overlay work in Monmouth Township, citing shorter truck travel distance to the Big Springs source as the deciding factor rather than the low bid alone.
- Approved a contract (C219-2025) with TARC providing $23,000 to the Shawnee County Health Department to fund in-home nursing services from July 1, 2025, through June 30, 2026; a county nurse will provide about 12 hours weekly to TARC and participate in case conferences.
- Renewed an annual maintenance contract (C223-2025) with Central Square Technologies for the county’s 1Solution finance and payroll system at $91,765.72.
- Approved purchase of public records management, social media archiving, and accessibility modules from Civic Plus (C224-2025) at $23,596.90 to streamline open-records requests and move toward WCAG accessibility compliance ahead of an April 2026 mandate.
