Commission approves vouchers, contracts, IT purchases, staffing raises and routine county business
Summary
At its June 9 meeting the Shawnee County Board approved last week’s vouchers, awarded a materials bid for chip-and-seal work, renewed several county contracts, adopted salary and step resolutions for employees, and approved smaller capital and service contracts including a July circus event; most votes were unanimous 3–0.
The Shawnee County Board of County Commissioners on June 9 approved a slate of routine county business including payment of vouchers, contract renewals, personnel pay resolutions and several facility and service contracts.
County Clerk Lisa Schmidt presented vouchers totaling $3,502,594.38 and commissioners approved payment without discussion. "Vouchers for last week is $3,502,594.38," Schmidt said; the motion to approve passed 3–0.
Among other items the commission:
- Awarded a bid to Midstates Materials for up to 4,000 tons of clean crushed limestone at $24.99 per ton for chip-and-seal overlay work in Monmouth Township, citing shorter truck travel distance to the Big Springs source as the deciding factor rather than the low bid alone.
- Approved a contract (C219-2025) with TARC providing $23,000 to the Shawnee County Health Department to fund in-home nursing services from July 1, 2025, through June 30, 2026; a county nurse will provide about 12 hours weekly to TARC and participate in case conferences.
- Renewed an annual maintenance contract (C223-2025) with Central Square Technologies for the county’s 1Solution finance and payroll system at $91,765.72.
- Approved purchase of public records management, social media archiving, and accessibility modules from Civic Plus (C224-2025) at $23,596.90 to streamline open-records requests and move toward WCAG accessibility compliance ahead of an April 2026 mandate.
- Adopted salary resolutions establishing wages for elected and appointed officials (Resolution 2025-41) and department heads (Resolution 2025-42), and a resolution providing scale changes and step increases for classified and applicable unclassified employees including specific higher adjustments for corrections and sheriff command classifications (Resolution 2025-43 as listed on the agenda).
- Authorized payment of $21,200 in additional invoices on contract C117-2025 with Green Care Lawn and Landscape for courthouse landscaping items and fencing; staff said the work is complete and funds remain in the project account.
- Approved a $77,877.30 upgrade of the detention center key management system to replace aging electronic key boxes and supporting technology.
- Approved contract C225-2025 with Cirque Entertainment LLC to hold a circus event at Shawnee South July 4–7, 2025; Parks staff said the vendor will list the county as an additional insured on the event insurance and that last year’s event raised questions about content and traffic but caused no reported property damage.
- Appointed Rich Eckert as the county voting delegate at the National Association of Counties (NACo) 90th annual conference.
- Canceled three upcoming work sessions as listed on the public agenda.
Most motions were moved and seconded by members of the three-commissioner panel and approved unanimously (3–0). Several department directors described operational details for their items but there was minimal extended debate.
