Marion County commissioners approve consent items, radio and public-works contracts in unanimous votes

Marion County commissioners on June 11 approved a consent calendar that included multiple contract amendments, incoming-funds agreements and purchase orders for public safety, health and human services and public works projects.
The consent calendar and subsequent routine construction and service contracts were passed by unanimous voice vote. County staff read the items into the record and commissioners moved and approved the package without recorded roll-call tallies.
Items in the consent calendar and related approvals included: reduction of Oregon Health Authority opioid-settlement prevention funding (amendment No. 18) reducing Program Element PE36-01 by $625,874 to a contract total of $16,616,712.84 (through 6/30/2025); an $85,000 increase (amendment No. 1) to Ling Grama Interpreters Inc. to $155,000 (interpretation and translation services through 12/31/2026); purchase orders for radio-tower equipment with Sabre Communications Corporation ($1,075,684.65) and Shelter 1 ($803,646) for the Marion County radio project; and an amendment adding $142,928 to Don Cushing Associates, Inc. for design/engineering related to the same radio project (new not-to-exceed $1,139,403 through 12/31/2027).
The sheriff’s office items on the consent calendar included incoming funds from the city of Jefferson for law-enforcement services (not to exceed $757,521 for 3 deputies, effective 7/1/2025–6/30/2026); several Criminal Justice Commission (CJC) grant–funded amendments for treatment and victim-support contracts (Bridgeway Community Health, Center for Hope and Safety, Liberty House) with added projected amounts; an amendment to a contract with Lance Loberg, MD, adding $192,000 (estimated split $54,000 juvenile department / $138,000 jail) for supervising physician services; and amendment No. 7 to the Correct Rx Pharmacy Services purchase order adding $447,304.44 (new PO total $2,383,475.54) for pharmaceuticals for Marion County Jail (through 6/30/2026).
Separately, the board approved a low-bid construction contract with HP Civil, Inc., for reconstruction of the east approach slab and guardrail replacement on Newsom Road over the Pudding River (low bid $264,085.55; work complete by Sept. 30, 2025; contract expiration set to 9/30/2026 to allow for punch-list and paperwork). Staff noted an allowance for a 45-day road closure while the approach slab cure is complete.
Commissioners moved to remove one sheriff’s contract (item No. 8 under the consent agenda) from the consent calendar earlier in the meeting; that motion passed by voice vote. No public commenters signed up for the consent items.
