Douglas County commissioners voted June 10 to adjust a split-zone boundary at 2096 South Interstate 25, increasing the Light Industrial (LI) zone on the parcel by roughly 4 acres.
Matt Jacobowski, chief planner with Planning Services, said the change corrects an irregular split that currently cuts through an existing indoor riding arena and barn and limits logical industrial use of portions of the site. The parcel, created in 1971, currently contains both LI and Agricultural-1 (A-1) zoning. The proposed map change moves the LI boundary to better match existing structures and to bring the site into greater conformance with the Castle Rock Municipal Planning Area’s urban-level land-use expectations.
Jacobowski said the LI portion historically traces to a 1955 transitional classification and that a 1993 site plan formalized industrial uses on the LI side. The current property owner has an RV-storage site plan in process that would be permitted in LI but not in A-1, staff said. No referral agencies objected, no homeowners associations commented, and the Planning Commission recommended approval 5-0.
Commissioners discussed the parcel’s history and whether a rezoning would be required; staff explained a full rezoning would be a different process and the zone map change was intended to remedy an impractical split zone. A commissioner moved to approve the zone map change (project file DOC2025-002); the motion passed unanimously.
