Council members discussed the prevalence of illegal tire dumping in the city and asked staff about stronger enforcement options and higher fines to discourage dumping; city staff noted the council can direct changes to municipal code fines and that a proposal to pursue ordinance amendments is on next year’s work plan. Administrative staff said the contract approval would allow cleanups funded by the CalRecycle grant to proceed.
Council Member Clark moved to approve the retroactive resolution authorizing the city manager to execute the agreement; Council Member Lodge seconded. The vote was 5–0 in favor.
