Council adopts updated schedule of user and regulatory fees with CPI adjustment

The Hemet City Council on June 10 approved an updated schedule of user and regulatory fees and a 2.61% inflationary adjustment recommended for fiscal year 2025–26.
Staff said the council adopted a comprehensive fee schedule on Nov. 9, 2021, with interim annual inflationary adjustments in off years; the 2025 update applies the authorized CPI adjustment and incorporates feedback since the schedule’s adoption. The city’s consultant, ClearSource (represented at the meeting by Dave Schroeder), assisted in the rate review.
Council members asked for clarification on cost‑of‑service entries shown in the staff report. One example discussed was the Hemet Police Department inspection fee, for which a cost‑of‑service figure of $150 was shown; staff explained the proposed fee (in that example $120) represented an 80% cost recovery decision arrived at after department discussions rather than a requirement to charge the full $150. Staff noted the legal mandate is that fees may not exceed the estimated reasonable cost of providing the service.
There were no public speakers on the fee schedule and no substantive amendments to the staff recommendations. Council Member Mills moved to adopt the resolution approving the updated fee schedule, including the CPI adjustment; the motion passed 5–0.
