City staff said the city acquired the Valley Oaks Shopping Center as part of a strategic redevelopment priority and also acquired an adjacent donut shop property across the channel. The 56‑year‑old building requires extensive excavation and replumbing to meet current plumbing code and Americans with Disabilities Act standards. Staff solicited three bids and recommended ABC Plumbing as the lowest responsible bidder; the contract amount is $36,445 and will be funded from lease revenue tied to the Valley Oaks property when it is leasable.
Staff also described a partnership with HEBIC (a local education/placement program) to engage special‑education students in workforce‑transition activities related to the redevelopment. A council member moved to authorize the contract; the motion passed by voice vote.
City staff said work is intended to prepare the building for a sit‑down coffee shop as part of broader redevelopment objectives for the Valley Oaks Shopping Center and that project scope includes excavation and replacement of aging plumbing infrastructure.
