The Newport Historic District Commission scheduled a site visit and authorized potential administrative approvals for work at 134–136 Spring Street after the applicant reported progress on an earlier-approved certificate of appropriateness.
Madam chair asked the applicant for a status update on the project identified as 134–136 Spring Street (Plat 24, Lot 163). Contractor Sean Napolitano told the commission that framing for the previously approved north one-story structure and the east rear L's "is complete as far as the framing goes." Napolitano also said the project team had preserved some elements of the original main structure and had installed steel supports and new flooring systems inside the building.
Commissioners and staff discussed whether to vote on the remaining work for the main structure during the meeting or to schedule a site visit for commissioners to inspect the work. The commission agreed that a site visit would be appropriate, and that, based on the site-visit findings, the preservation planner could administratively approve completion of the rear construction and the North 1–story addition. The commission then moved and approved a motion to schedule a site visit and to authorize the preservation planner to administratively approve final items if the site visit showed the work conformed to the standards cited in the original COA.
The commission also approved moving forward with the construction of the east rear L's and authorized replacement of the east elevation rear door with an all-wood door, with those items to be subject to administrative sign-off following the site visit.
Why it matters: The site-visit decision provides a pathway to finalize work on a partially reconstructed property without requiring the full commission to reconvene for minor or detail-level approvals — but it also requires staff verification that the work meets the commission’s standards before administrative approval is issued.
Clarifying details reported to the commission - Work status: the contractor reported the framing for the rear and north L's is complete and that the front structure "is saved, framed, completed, the roof, everything as per plan." (statement by Sean Napolitano). - Prior COA: commissioners noted a prior limited COA for the north/rear L's was issued on Jan. 15, 2025; the current motion allows finishing certain remaining elements administratively if the site visit confirms compliance.
Commission instruction to staff - Schedule a site visit for 134–136 Spring Street and report the outcome to the commission. - If preservation staff determine the site conforms to the original standards and revised application, the planner may administratively approve completing the rear construction and the North 1–story addition; otherwise, the item will return to the HDC.
Record and next steps - The commission approved the site-visit motion on the record and instructed the preservation planner to arrange the inspection; the motion included a citation to Newport Standard 17 and related technical sections. - The preservation planner will notify commissioners of the site-visit schedule and will confirm whether administrative approvals will be issued following the visit.
Ending - The motion was recorded on June 10, 2025. The planner will follow up with a scheduled site visit and administrative determination ahead of the commission’s next meeting on July 8, 2025.
