Olsen told the council that Borja “led the development and expansion of the emergency management team and served as incident commander, deputy incident commander, and plan section chief in incidents from 2013 to 2025.”
Borja accepted the recognition and said, “I have stayed in with the city of Austin for almost 28 years because I believe in public service, and I believe in pursuing the common good.” The council presented a certificate and a Texas flag flown over the state Capitol in her honor.
