The Historic and Design Review Commission approved a request to alter and add accessory space at 303 Cedar Street, with staff conditions on materials and detailing.
The application requested removal of a rear structure and construction of about 956 square feet of accessory space, parking for two vehicles (one parking element later removed from review), installation of an iron vehicular gate and a ramp and approximately 100 square feet of ramp area plus landscape elements in and around interior and exterior yards, and roughly 1,000 square feet of rear-yard work (transcript text). Staff recommended approval with stipulations to preserve and salvage as much original material as possible and to provide detailed drawings and manufacturer specifications for exterior doors and columns.
Architect Kemeron Smith (identified in the record as the project architect) said the design team met with the King William association and would accept the staff recommendations; she confirmed the team would not raise the planting plan element that the association identified as problematic.
A voicemail from the King William architectural advisory committee questioned the elevated plantings, saying they could alter the historic character and trap moisture against foundations. The committee also requested further study of some window replacements because of an earlier addition on the house.
A commissioner moved approval with staff stipulations; the motion passed on roll call. The transcript records all commissioners voting yes on the motion.
Staff will follow up with the applicant on required submittals and details noted in the stipulations prior to issuance of any certificate of appropriateness.
