Commission supports 2025 resurfacing and restriping plan: 68 miles targeted; no vehicle lane deletions

Summary
City engineering staff asked the commission to support the 2025 Street Resurfacing Project; the commission voted 6-0 in favor of the staff recommendation to take the striping and resurfacing plans to Council.
City engineers presented the 2025 Streets Resurfacing Project and asked the commission to support staff recommendations to City Council. Jose Nogide, engineering manager, and Eddie Wills, associate engineer, said the program will cover roughly 68 miles of resurfacing as part of the city's pavement management program, using a mix of slurry seal (the larger portion) and overlay where pavement condition requires it.
Staff said the project will restripe roadways to city standard operating procedures: no vehicle lane deletions are planned, no speed‑limit changes, and no conversions to Class 4 (physically separated) bike lanes. Where space allows, the city aims for an 8‑foot bike lane with a 3‑foot buffer (a target condition where feasible). The schedule provided to the commission shows staff will seek Council authorization to bid in September 2025 and to award the contract late 2025.
Nogide said the city has about $16.5 million allocated for the program; staff described an approximate split of about 10 lane miles requiring overlay and roughly 59 miles slated for slurry seal in the current cycle. They told commissioners slurry seal is less expensive (roughly $200,000 per lane‑mile) while overlay costs are higher (roughly $1 million per lane‑mile), and that proactive preservation using slurry seal reduces the need for costlier overlays later.
Commissioners asked for clarifications about specific streets and intersection treatments; staff confirmed intersections on prime corridors would receive full overlay and restriping where included in the program. A motion to support staff's recommendation was approved 6-0.
Ending: Staff will forward the project to City Council to request authorization to bid and to award a construction contract later in 2025.
