Fire chief seeks annual sole-source waivers for repair parts and service agreements

The Syracuse Fire Department asked the Common Council to approve its routine, annual waivers to purchase parts and services from sole-source or authorized dealers for fire apparatus, radios, uniforms and other equipment.
The chief said the waivers (agenda items 16–22) are recurring and needed to maintain mission-critical equipment that only certain manufacturers or authorized dealers can service. He described the waivers as covering supplies and repairs for self-contained breathing apparatus (SCBA), uniforms, Motorola radios, mobile data terminals, fire-truck manufacturers and specialized brake services. The chief told the council the SCBA waiver proposes a fiscal-year cap of $100,000 and the United Radio (Motorola service) waiver shows a fiscal-year cap of $50,000; the uniforms item cited an annual allotment that should not exceed $200,000. The waiver for Sutphen apparatus spare parts was presented with a $50,000 expenditure estimate; the PBS Brake and Supply waiver showed $40,000 for brake-related work.
Councilors repeatedly questioned whether local vendors could bid for the work. The chief explained manufacturers designate authorized dealers in regional territories and that certain repairs or parts are available only through the authorized dealer to preserve warranties and ensure correct replacement parts. He said many of the city’s ladder and specialty apparatus are from a small set of manufacturers and that continuing warranties and parts availability require repeat annual waivers.
Councilors also asked whether the waivers are recurring; the chief confirmed they recur each fiscal year while equipment remains in service. One councilor urged the city to keep seeking opportunities for local vendors where feasible; the chief said some vendors are local and respond quickly when equipment needs repair, but that in many cases only the authorized dealer can supply the parts or warranty service.
