Monroe County commissioners approve personnel, grants, contracts and purchases; proclaim June Migraine Awareness Month

Monroe County commissioners approved a batch of routine personnel, grant and procurement items and issued a proclamation declaring June 2025 Migraine and Headache Awareness Month at a public meeting on June 4, 2025.

The actions included ratifying overtime for the sheriff’s department; authorizing electronic financial transactions for vouchers, payroll and healthcare benefits; travel authorizations for multiple departments; several children and youth services contracts and purchase agreements; a series of budget adjustments; and authorizations to advertise bids for bridge replacement and the 2025 bridge maintenance program.

The board ratified submission of multiple grant applications and amendments, including a loss-prevention grant application, an intermediate punishment treatment program grant modification, and the fiscal-year emergency service training center capital grant application. The grants manager, Kwanzaa Smith, was authorized to submit the training center capital grant electronically.

Commissioners approved professional-service and purchase agreements, including a Maximus U.S. Services cost-allocation agreement and a change order with Wind Gap for installation of access controls. The board also approved opioid-settlement-funded awards consistent with the settlement’s Exhibit E and added several vendors to the county’s approved vendor list for correctional-facility services.

Capital and equipment purchases approved included courthouse exterior cameras, an Avigilon IP camera system installation and training for the sheriff’s office (quote $53,907), an internal-service fund purchase for exit signs totaling $1,162.98, and Surface Pro 11 devices for emergency management totaling $1,617.50. The board also adopted a resolution authorizing emergency replacement and repair of an HVAC unit at the Office of Emergency Management control center under Pennsylvania Emergency Management Agency procedures.

The board presented a proclamation recognizing June 2025 as Migraine and Headache Awareness Month. A resident, Samantha, addressed the commissioners during the proclamation presentation.

All motions recorded on the agenda were approved by voice votes during the meeting.

The meeting moved into public comment after the agenda votes.
