Todd Morgan summarized the application, saying the site sits between properties at 7673 and 7777 Burlington Pike and was vacated for about 25 years. The 2021 CarPlex approval would remain in effect; the current application allows temporary retailing of cabins, sheds and related accessory inventory, with a right-in/right-out access point and a loop driveway intended to accommodate deliveries.
Boone County’s Planning Commission voted unanimously to recommend approval; Florence’s Planning & Zoning committee is forwarding the application to council without a recommendation but with a draft set of detailed conditions for council’s consideration. Those conditions limit the size and appearance of display structures (no garage doors on front facades; display structures not to exceed 16x40 for certain items), restrict outdoor display locations and heights, require a monument sign that would remain only while the retailer/flower shop occupies the parcel, and stipulate that equipment (forklifts, bobcats) be stored under cover and not visible from Kentucky 18.
Council members discussed traffic and delivery concerns because the site is adjacent to a truck stop and other high-turnover uses. Gary, a councilmember, and others raised issues about truck and trailer turning radius and potential congestion even with a right-in/right-out access. Council asked staff to confirm that the loop driveway remain clear to allow deliveries, a condition already proposed in the concept plan.
Council did not vote Monday; the item will return to council for formal action with the planning conditions and recommended modifications drafted by staff.
