Porterville council approves permanent change to church trash collection requirement

The Porterville City Council approved a resolution to adopt Modification No. 2 to the conditional use permit for Temple of Praise Christian Fellowship (22213 Avenue 152), allowing the church to use commercial can refuse service in place of the previously required three-bin trash enclosure and requiring the construction of a compliant enclosure.
Director Calderon presented the staff report, recounting the permit history: the council approved the conditional use permit in 2018 to allow a religious facility at the site; church leadership later sought accommodations related to paved parking and trash enclosure, leading to a 2021 modification that allowed temporary gravel parking and residential bin collection through April 1, 2026. On Dec. 5, 2024, staff received a second request from church leadership to permanently replace the three-bin trash enclosure requirement with commercial can service.
Field services staff reviewed the proposal and determined a compliant commercial-can enclosure would be functionally acceptable. Calderon told council the project meets the general plan land-use designation (RM‑3, high-density residential) and applicable Porterville development-ordinance findings. The environmental coordinator preliminarily found the project exempt from the California Environmental Quality Act under State CEQA Guidelines section 15301 for existing facilities, noting the project proposes no physical expansion and only a negligible increase in operational activity.
There was no public testimony at the open hearing. A councilmember moved to approve staff recommendations; the motion passed 5-0.
The resolution (listed in the staff report as Resolution 26 20 18) approves Modification No. 2, requires the church to construct an enclosure meeting city standards for commercial can service, and leaves other conditions of the conditional use permit in effect. The applicant was present in the audience and staff remains available for follow-up questions.
