Price staff discuss trailers, watering equipment and possible general-fund help for parks; National Guard presence noted

City staff reported several operational issues affecting parks and public spaces: a recently purchased trailer being used for offices and classrooms; a tank that is overloading the trailer’s capacity; and equipment-sharing options to water flowers and maintain athletic fields.
A staff member noted the city recently bought a trailer and is using it for office workers because classrooms were expanded into trailers. Public Works staff said the trailer and an existing tank have been overwhelmed by use: with tanks only half full the trailer tires still showed internal wear. Staff said they are considering relocating or upgrading the trailer or parking it closer to the worksite to reduce wear.
Council and staff discussed borrowing or sharing a four-wheeler shown in the CIP for street work that could also help parks. Because Class C road funds are restricted to street uses, staff discussed splitting the purchase cost between Class C funds and general-fund money (half/half) or finding other general-fund support. A staff member said the machine bought from state contract would be “a little beefier” than their current unit.
On seasonal maintenance, staff reported they ordered 53 plants to place around City Hall and Main Street and are coordinating watering and distribution. Utah Power and Light (referred to in the transcript) agreed to start lawn maintenance of the community garden boxes and the utility was credited with taking on lawn duties. Staff noted Robbie and Scott inspected sprinklers and timers and are maintaining the ATAC building’s irrigation.
The city also reported an ongoing relationship with the National Guard to use city parking and compound facilities; staff said the Guard will soon announce where it will use multiple facilities and that Guard vehicles parking on city property has strengthened communications.
Ending: Staff indicated some purchases or budget reallocations may be requested of the council to address trailer and equipment needs. Council members were asked to decide source of funds (general fund vs. Class C) if staff moves forward with equipment purchases.
