District staff to clean up policy manual; board to consider repeal and recoding of several policies

District legal and policy staff presented a group of administrative policy items to the board, asking the board to: (1) adopt a set of required policies for instructional and support-staff processes so they align with current practice and coding; (2) repeal several policies that reference bargaining or meet-and-confer procedures the board no longer uses; and (3) give staff a charge to clean up cross-references in the policy manual so references to the employee handbook and the CSEA master agreement are removed or updated.

Doctor Rex (policy/legal lead) told the board the presented policies (G-series items) are either required by law or need coding changes; other policies were presented for repeal because the board previously moved away from processes those policies referenced. Board members asked how they would be informed about the scope of the “cleanup” and Rex said staff will prepare a crosswalk document that lists each policy, the proposed change, and how it was handled; that document will be provided to the board before revisions go live (staff said the work is already underway for series A–C and they planned to bring a consolidated listing to the board so the board would not have to vote on each minor cross-reference individually).

Board members also asked whether regulations referenced by policy would be presented; staff said regulations would be developed and returned to the board in the fall so policies could be adopted effective July 1 and regulations aligned thereafter. The board indicated support for staff to proceed, and staff said the items will come back next week for action.
