Porterville PRC: Anytime Fitness occupancy change will trigger sprinklers; plan review comments issued

The Porterville Project Review Committee on Dec. 11 reviewed a proposal to change occupancy at 924 West Henderson Avenue from retail (mercantile) to a fitness center (A-3). Rocio Mejia, assistant planner, said the property is zoned PD (planned development) and that staff provided preliminary, “generic” plan-review comments for signs, trash enclosures and other code items.
City staff said most plan-review issues are standard. Planning noted signage must comply with the development ordinance and the Porterville Town Center Master Sign Program; temporary signs must meet section 305.11; and any trash enclosures must comply with PDO section 300.13. Jeff O'Neil and other planning staff said they will send the applicant links to the downtown sign and design materials.
Javier Sanchez, engineering and project management director, told the committee the tenant improvements submitted are minor and likely limited to equipment, a manager office and a few restrooms; because the valuation appears to be low, engineering said no public-improvement requirements were anticipated unless the valuation exceeds the $20,000 threshold that triggers additional review.
Clayton Dignam, fire marshal, said the occupancy change from mercantile (M) to an A-3 (assembly/gym) will trigger fire-protection requirements if the building''s fire area exceeds 12,000 square feet. “The fire area is the entire building, not just the suite,” Dignam said, and that fact means a sprinkler system and a monitored connection will be required if the fire-area threshold is met. He also listed required items such as code-compliant portable fire extinguishers, Knox box access where needed and contrasting address numerals.
James Wickersham (building) and field-services staff reported no unusual or additional comments beyond the plan-review notes. Applicant representative Thomas confirmed plans had been submitted and said the interior work is primarily equipment and basic tenant improvements.
Mejia told the applicant the committee will compile these comments in a written letter and deliver that to the applicant in about two weeks.
The review session consisted of departmental clarifications only; no formal votes or land-use decisions were taken at the PRC meeting.
