The Planning Commission on May 29 unanimously recommended City Council approve amendments to Title 19 that clarify the definition and allowed locations of athletic coaching, group fitness and personal training, and add parking guidance for personal trainers.
Planner Kendall Black presented the city-initiated change. The amendment refines the definition of “athletic coaching” to mean in-person training that focuses on athletic/team training and excludes personal training and general group fitness classes. The draft also differentiates where group fitness facilities are allowed based on size (for example, smaller group fitness uses in neighborhood commercial zones) and adds parking guidance for personal-training businesses.
Parking and enforcement discussion - The proposed parking approach keeps the standard 1 stall per 50 square feet for group fitness uses and adds a supplemental rule for personal-training facilities: the draft asks for three parking stalls per trainer on the highest-shift staffing level (the rule would be applied in the change-of-use and business-license process). - Commissioners asked how staff would verify the number of trainers and enforce parking requirements, since developers often obtain approvals before specific tenants are identified. Staff said business license and change-of-use checks would be used to confirm required parking and that applicants would need to provide expected staffing or face additional review if actual operations differ. - Commissioners expressed concern about potential underestimation of parking demand if applicants declare fewer trainers than later operate; staff said the business-license/change-of-use processes and the city’s parking enforcement tools would be used to address noncompliance.
Formal action Commissioners voted to forward the proposed code amendments to Chapters 19.02 (definitions), 19.04 (establishment of land use zones and official map), and 19.09 (off-street parking) with staff findings and conditions. The motion passed unanimously.
Next steps The amendments will go to City Council for legislative consideration. Staff said final code language and any numeric parking standards will be applied during change-of-use reviews and business-license issuance.
