The Payson Planning Commission on April 7 approved a subdivision plat amendment to consolidate parcels in the High Quality Carports subdivision, contingent on the Payson City Council vacating a 10-foot public utility easement.
Staff presented the application as a request from Marco Dominguez to amend the recorded plat for High Quality Carports Plat A by combining a neighboring parcel with an existing lot and shifting the public utility easement to the western edge of the resulting parcel. A staff presenter said, "Item 5-1 is a subdivision plat amendment. Request for Marco Dominguez," and showed the existing and proposed plat graphics to the commission.
Commissioners asked clarifying questions about the location of the existing easement, how the combined parcel would affect future lot lines and road alignment, and whether the city’s deferral agreement will require the property owner to participate in future street improvements. Staff said the plat can be recorded showing the existing easement but the vacated easement will only be removed if the City Council approves the vacation; otherwise the plat would have to retain the easement.
A motion to approve the subdivision plat amendment was made and seconded with the explicit condition that the approval is contingent upon City Council vacating the identified public utility easement and that any additional conditions recommended by staff be met. The commission completed a roll-call vote: Commissioner Warner, Commissioner Bringer Hough, Commissioner Adams and Commissioner Beecher voted yes. The motion passed and staff noted the item will go to City Council for the easement vacation.

The commission’s approval is limited to the subdivision plat amendment; final removal of the easement requires action by the Payson City Council and any recording changes will reflect council action.
