Representatives for Fuel City presented a site plan concept for a convenience store with gasoline sales, canopy, car wash and associated improvements at the northwest corner of Airport Road and John King Boulevard. The project team said they were still refining the plan and flagged a residential-adjacency standard requiring a 50-foot separation from residential zoning or uses.
Commissioners and staff questioned whether the current plan met the 50-foot residential adjacency standard, whether creek/right-of-way constraints could affect buildable area, and whether the site’s rezoned boundary matched the plan boundary. The applicant confirmed those topics remain under negotiation and asked staff about the potential for a variance if portions of the required separation fall over an unbuildable creek right-of-way. Staff said the area is currently zoned agricultural (treated as residential adjacency for this standard) and noted the future land-use map earmarks the area for medium-density residential, which is what is triggering the 50-foot separation requirement.
The architecture review board had directed that primary materials meet the overlay standards and avoid Nichiha-style panels; staff reported ARB wanted cementitious material limited and more masonry/stone articulation consistent with the overlay. Staff also said several articulation and material requirements were not met on the current elevations.
Given the outstanding issues, the applicant and staff agreed it would be appropriate to table the item for further revisions. The commission indicated staff could accept a short tabling period while the team adjusts boundaries, materials and separation calculations; the applicant asked for a short continuance and said it would submit revisions. The chair indicated the item would be an action item at the next meeting if the applicant requests tabling in writing.
