Staff said the request complies with most city codes but seeks variances for primary building facades, roof-design standards and parking. Bethany, a city planner, told the commission the applicant is offering compensating measures including a new stair connecting the subject parcel to the adjacent city parking lot, curb ramps and added landscaping to help relieve parking impacts. Bethany said the restaurant’s parking deficiency is “25.” Jimmy Stromire, the applicant and architect, said the proposal is the last pad site in the development and that the stair connection should make the city lot more usable for Harbor District businesses. The architecture review board recommended approval with the presented brick color. The motion to approve SP2025-014 passed 5-2.
The commission approved SP2025-016, an amended site plan for Lake Pointe Baptist Church at 701 East I-30. Staff said the applicant converted a food-truck trailer to a permanent structure by removing the wheels and wrapping the trailer, and seeks variances for materials/masonry composition, roof standards and mechanical screening; the applicant also requested an exception to install artificial turf in areas used as playground fall zones and high-traffic gathering areas. Todd Martin of Kimley-Horn, the applicant’s representative, said the changes were made to give the structure “a more permanent look, more of that stucco look” and that additions will be located inside the site and not visible from the right of way. The commission approved the amended site plan 5-2; staff noted variances and that some exceptions require a supermajority.
SP2025-017, a site plan for a medical office building on a portion of an 8.969-acre tract south of South Goliad and State Highway 276, was approved 5-2. Jake Hodges, representing the applicant, said the proposal essentially repeats variances previously granted for a nearly identical building on the north side of the property but relocated to the south. Staff said compensatory measures include increased landscaping and additional pedestrian-area architectural features; the ARB recommended approval.
Earlier in the meeting the commission approved the consent agenda (minutes and two items) by a 5-2 vote. The commission also tabled SP2025-011, a request for an expansion of an existing mini-warehouse facility; staff confirmed the applicant requested the item be tabled.
