Resident asks council to withhold concessions to Homestead until easement maintenance performed; raises drainage concern on 200 North

Jim Becker, a resident of Turnberry Court, told the Midway City Council that his community’s easement agreement with the Homestead Golf Course requires the golf course to maintain a water feature along Hole 5. Becker said the easement entitles the golf course to access the property but obligates the golf course to maintain the water feature; he said the golf-course ownership has not met that obligation for five years and that his homeowners association has paid for some maintenance work.

Becker asked the council not to approve any further amendments, alterations or concessions to the Homestead ownership until the golf course demonstrates it has executed its easement obligations to adjoining property owners. “They’re not fulfilling their obligations to us,” Becker said, adding he believed other communities might hold similar easement agreements with the golf course.

Becker also raised a separate concern about drainage near the new trail and storm drains on 200 North, describing a natural drainage that currently crosses the asphalt and said water flowing at high velocity is already beginning to undercut the road base. He asked staff to inspect the location and consider adding a catch basin or other measures to prevent erosion.

City staff asked Becker to call Public Works (Wes) to schedule an on-site review; Wes agreed to meet with Becker to inspect the spot and evaluate whether a storm drain or other remediation is needed. The council did not take formal action on Becker’s requests during the meeting.
