Town council approves ordinances, tentatively adopts budget; several planning items advanced

Fairfield Town Council on May 21 approved a set of ordinances and a tentative budget date and recorded routine consent approvals during a meeting at Town Hall.
The council adopted ordinances amending local sign rules; adopting Utah state construction codes and the International Fire Code with Sunrise Engineering named as the town's designated enforcement agent; and formally adopting the town's Master Sewer Plan and Master Water Plan. The council also approved two consent items (minutes from April 2 and financials for March 31) and scheduled a public hearing on the tentative fiscal 2025–26 budget for June 18, 2025, at 7 p.m. at Town Hall.
Motions and recorded votes were read aloud during the meeting. A motion to approve the consent items passed with the recorded votes "Laurel, yes; Tyler, yes; Michael, yes; Holly, yes." Ordinance 2025-03 (amending chapter 10.21 on signs) passed; the clerk recorded voices voting "Tyler, yes; Michael, yes; Holly, yes" before the roll call concluded. Ordinance 2025-04 (adopting state construction codes, international fire code and designating Sunrise Engineering as enforcement official) passed with the roll call recorded as "Tyler, yes; Michael, yes; Holly, yes; RL, yes." Ordinance 2025-05 (adopting the Master Sewer Plan) and ordinance 2025-06 (adopting the Master Water Plan) both passed on motions and second, with recorded votes read as "All yes." The council also passed Resolution 2025-06 adopting the tentative budget and setting a June 18 public hearing; recorded votes included "RL, yes; Tyler, yes; Michael, yes," and the motion carried.
Council members requested further review of some budget line items before final adoption, including a $100,000 placeholder for cemetery improvements, $280,000 for a north-side waterline loop and $8,100 for code-enforcement staffing. Staff indicated some contract commitments already in place in the roads budget (magnesium chloride, snow plowing and other items) that affected totals.
The council recessed to a closed session after the votes for strategy discussions and personnel matters.
