Venice HAPB asks staff to initiate LDR text amendment shifting some approval authority to HAPB

The Venice Historic and Architectural Preservation Board directed staff to begin a Local Development Regulations (LDR) text amendment to revise Chapter 88, Section 7, so the board, rather than the historical resources manager, approves alterations and certificates of appropriateness for properties on the local register.
Nicole Tremblay, senior planner, reviewed the proposed changes and said the edits shift decision authority from the historical resources manager to the HAPB for local-register properties. She explained the Human Resources Manager (HRM) would remain responsible for reviewing properties but would no longer make the final approval; appeals to HAPB decisions would continue to go to the city council as before. “Here again changing the decision authority from HRM to HAPB for the certificate of appropriateness,” Tremblay said.
Board members also discussed process refinements to avoid requiring HAPB review of properties that are not historically significant or are substantially of another style; they agreed to consult the chair or the historical resources manager about which properties should proceed to a hearing. Matt (staff) clarified for process that a formal motion is necessary to ask staff to initiate the LDR text amendment process.
Jean Trammell moved that staff initiate the LDR text amendment petition for the changes to Chapter 88, Section 7 as presented; the motion was seconded and passed unanimously. The board instructed staff to proceed with the formal LDR initiation and to bring the draft amendment forward through the Planning Commission and council process as required.
