The Western Weber Planning Commission on Aug. 13 voted to recommend approval of a rezone for approximately 2.62 acres at about 2000 South 4300 West from A‑1 agricultural to R‑1‑15 single-family residential. Commissioner action included, as part of the motion, an option to incorporate the neighboring Daniel Davis parcel into the recommendation so Mr. Davis would have time to consider the change and either remain in or opt out before the County Commission hears the matter.
Staff said the two parcels are part of the Sunset Equestrian subdivision area and that rezoning those lots would better align the properties with the general plan guidance for medium‑to‑large residential lots. Staff noted that because the parcels are adjacent to other approved phases, the change would create frontage and allow for road connectivity that meets the county’s lot‑averaging and connectivity standards. Staff also warned that drainage and detention design will need to be worked out if the lots are replatted to create additional buildable lots.
Daniel Davis, who owns the neighboring parcel to the north, told the commission he and his family had moved to the property for the open-space character and that he was still learning how the rezoning might affect his plans. "We still plan on building some dreams back there," Davis said, adding that he wanted flexibility and more time to research the implications for taxes, flood risk and future uses. Developer-owner Chuck Spurrier said aligning the parcels with R‑1‑15 would make lot configuration more consistent with the general plan and reduce future conflicts over allowed uses.
Resident Brady Wilcox urged commissioners to ensure trail connectivity and expressed concerns about drainage; Wilcox said a short trail segment near 2028 South 4300 West currently ends without a connection and should be extended. Commissioner and staff discussion agreed the item would move forward but that any final subdivision would have to address drainage, detention and the street stub that would connect to the wider pattern of routes in the area.
The motion to recommend the rezones (including an option to include Mr. Davis's parcel to give him time to decide) carried unanimously.
What comes next: Staff will draft Exhibit and findings to forward to the County Commission. If Mr. Davis decides not to participate he may opt out before the County Commission hearing; if he remains in the recommendation, development agreements and final subdivision review will address drainage, road stubs, and timing for construction of required utilities and sidewalks.
