Westland City Clerk Richard LeBlanc announced his planned retirement and told the council he expects to leave city service effective the evening of July 21.
LeBlanc said he has served Westland in different capacities since 1989 and has worked full‑time in public service since 1974. He told the council his final meeting as clerk will be the July 7 regular council meeting and that he will serve as clerk until 6:59 p.m. on July 21. LeBlanc said he applied for Social Security and expects to receive his first benefit payment later this year.
LeBlanc said he hopes the council will consider appointing Deputy City Clerk Shannon Inman to the clerk position at the July meeting. He said Inman is a certified municipal clerk and a long‑time Westland resident and that, if appointed, she intends to name a deputy within 48 hours to ensure a “seamless transition.”
LeBlanc told the council he does not expect the city to need to hire an outside consultant to support the transition and offered to be available as an informal resource if needed.
Council members responded with extended remarks thanking LeBlanc for decades of service to Westland and praising his institutional knowledge; multiple council members described him as a mentor and friend.
