EDC staff said the Catalyst work follows City Council’s recent adoption of the City Center master plan and will establish development standards and overlay zoning to guide redevelopment of the Elam Road corridor. Staff also reported a separate $1.6 million grant (with a $400,000 local match) for engineering design and feasibility for the Elam Road corridor; the overlay contract is a next step and the overlay fee was presented as a routine contract amendment out of the current contractor services budget.
Staff recommended approval of the sponsorships as previously budgeted communications and regional economic‑development partnerships. The board recorded the votes and approved the items.
