Committee advances RS 32280 to print to update fireworks definitions

The Senate Judiciary and Rules Committee voted to send RS 32280 to print. Sponsor Senator Dave Lent told the committee the request updates outdated statutory language — some text dated to 1967 — primarily by adding a definition for "aerial fireworks."
"The change primarily in this particular piece of legislation is the definition to add aerial to the fireworks as it's described all throughout the document," Senator Dave Lent said. He told the committee the RS is an initial step to address workarounds and policy issues the state faces with sales and launch of aerial devices.
Committee members asked whether the proposal created new substantive restrictions; members were told the RS changes definitions only and does not on its face add new prohibitions. "In this particular legislation, it does not. It just changes the definition," Senator Lent said.
Senator Ricks moved to send RS 32280 to print; a second was recorded. The motion carried by voice vote. RS 32280 will be drafted as a bill for future committee hearings.
