Plano ISD board approves 2025-26 district improvement plan, HB3 goals and campus plans

The Plano Independent School District Board of Trustees on Oct. 7 approved the district improvement plan for 2025-26, including required House Bill 3 (HB3) targets for early childhood literacy, math and college, career and military readiness (CCMR), and the set of campus improvement goals developed at each school.
Deputy Superintendent for Teaching and Learning Lisa Wilson told trustees the plan follows a comprehensive needs analysis and aligns district strategic priorities through campus improvement plans. "We set targets, identified strategies and action plans and will continue progress monitoring," Wilson said.

She said campus teams produced individualized improvement plans rather than identical templates, and a district-based improvement committee (DBIC) of community members reviewed goals and provided feedback.
Board comments: Trustees praised campus leaders and the DBIC for substantive input. Secretary Tara Lance and others encouraged parents to review campus plans and participate in goal-setting conversations with students. "Please participate in this process," Trustee Sam Johnson said, noting the role of family engagement in advancing campus goals.
Motion and vote: Secretary Tara Lance moved approval; Trustee Alisa Klein seconded. The motion passed unanimously, 7-0.
Implementation and monitoring: Staff said the full plan will be posted online and that the district will provide periodic formative updates showing progress on targets. Principals and district staff will use MAP and other assessment tools to monitor student growth and adjust strategies.
