Saline County revises planning commission bylaws to follow state statute

Saline County commissioners on Oct. 7 approved an amendment to the planning commission bylaws that removes a confusing internal voting table and directs the planning commission to follow state statute on voting (simple majority when a quorum is present). The board also approved changing the planning commission’s regular hearing date to the fourth Tuesday of each month and added that bylaws amendments require a two-thirds vote of members present and must be forwarded to the county commission for consideration.
Tim Hamilton, the county planning and zoning administrator, told commissioners the bylaws had last been updated in 2014 and that staff and the planning commission agreed the clearer approach is to follow state statute’s simple-majority rule for votes when a quorum is present. Hamilton said staff struck ambiguous language and clarified procedural language about abstentions and tabling; he also said he believes the draft has been reviewed by legal counsel.
When asked during the meeting whether legal counsel had reviewed the draft, a commissioner asked the question and Hamilton replied, "I believe it has." After brief discussion and no public comment, a commissioner moved to approve the item and the board approved the RFA as presented by voice vote.
The amendments will be published and forwarded to the planning commission and posted as required by county procedure.
