Saline County awards $638,414 RCB construction contract to RMA Engineering

Saline County commissioners on Oct. 7 approved awarding the 2025 reinforced concrete box (RCB) construction contract to the low bidder, RMA Engineering, for the amount presented by county staff.
County Road and Bridge engineer Justin Mader told commissioners his office opened bids July 29 and received three bids; staff recommended awarding all six project sites to RMA Engineering and funding the work from the county’s special bridge construction (125) account.
Mader said the six sites are scattered around the county and each project replaces an existing drainage structure with minimal grading and roadwork. He said his office assigns 55 working days to each site; once a road is closed the working day clock starts and staff will assess liquidated damages of $200 per day if work exceeds the contractual working days. Mader said he had contacted Clay County staff, who are overseeing RMA’s first RCB projects, and was satisfied the firm’s early work there is proceeding, albeit slowly in wet weather.
Staff recommended acceptance of RMA’s bid in the amount presented in the packet; funds will come from account 125 (special bridge construction), which staff said has a balance in the neighborhood of $1,000,751 at the time of the meeting. The board approved the staff recommendation by motion and voice vote.
Commissioners were not given a roll-call tally in the minutes; the chair announced the motion carried.
Mader's office listed contract administration and scheduling details in the project packet; the board directed staff to proceed with contract execution and project oversight.
