The council approved Ordinance No. 2025-10 to amend Moscow City Code Title 7, Chapter 3 to adopt the 2023 National Electrical Code and to accept subsequent amendments as adopted under Title 54, Chapter 10 of Idaho Code. Council also approved an amendment to the city's light‑duty policy extending the maximum allowable light‑duty period from 60 days to six months with 30‑day reviews. The council confirmed Mark Heinlein to the Moscow Tree Commission, approved the consent agenda and accepted the summer 4x10 work‑schedule pilot report.
The ordinance update was introduced by Justin Goodwin, who told the council the state has adopted the 2023 National Electrical Code and that the city's proposed change removes a number of prior local amendments because the newer code now contains those provisions. "That paragraph there basically is saying, we automatically adopt it as the city of Moscow too," Goodwin said, describing a provision to incorporate state updates automatically unless council elects otherwise.
The council also voted to change the human resources light‑duty policy after Sharon Games, the city's HR manager, summarized research showing longer healing times for certain injuries and comparisons with nearby municipalities. Games said the recommendation was to extend the maximum light‑duty period to six months with review at 30‑day intervals.
The meeting also recorded routine business: the consent agenda passed on a voice roll call; the council confirmed Mark Heinlein to the Tree Commission (term expiring Dec. 31, 2026); and the council accepted a report on the summer 4x10 pilot schedule run from June 30 through Aug. 22.
