El Mirage council adopts strategic priorities resolution after brief debate

The El Mirage Common Council adopted resolution R25-05-08 on May 20, 2025, approving the city—s strategic priorities as presented, a measure the council passed by a 5-2 vote.

The strategic plan sets two-year priorities and is intended to guide the city—s budgeting and capital improvement planning, staff said. Macy, a city staff presenter, summarized the timeline for the plan—s development, saying staff solicited council feedback in January, revised the draft after a CIP work session in February, drafted the plan in March and reviewed it during the April budget work session.

Councilmember Gentry asked that items that affect residents be discussed in regular session rather than handled via consent, arguing for more transparency and presentations. "Projects or items that come on the agenda that affect our residents as a whole should be on the regular agenda and not pass through with a consent agenda," Gentry said, pressing for more detail about downtown revitalization and parks. Macy and other staff responded that the document is a high-level guide rather than a set of detailed actions, and that specific projects and designs will be presented later through work sessions and future council votes.

Mayor Mercio moved to approve the resolution; Vice Mayor Parsons seconded. After the brief discussion the council approved the resolution 5-2. The council and staff said additional work sessions and public meetings will follow for any detailed projects that emerge from the strategic priorities, including downtown revitalization and parks improvements.

By adopting the plan, the council established the framework staff will use to align the fiscal year budget and CIP decisions with stated priorities; specific project approvals were not part of this vote.
