Council approves MOUs, fire alarm update, FAA grant and event permits

At a single meeting the Powell City Council approved several administrative items and event permits:
- The council approved a memorandum of understanding (MOU) with Wings and Wheels LLC and Battle on the Bench Inc. for use of city facilities (Plaza Diane and related venues). Staff said the MOU sets expectations for care and use of facilities and that both organizations have signed the agreement.
- The council approved an updated monitoring agreement with Rocky Mountain Fire Systems for the sanitation department and the aquatic center. Staff explained the panels required updated modules because telephone analog lines are being phased out; the new cellular monitoring option will be cheaper over time.
- The council approved an FAA grant and associated documents for SRE pavement rehabilitation at the airport. Staff said FAA will fund the majority of the project (95 percent) and YDOT contributes part; the city’s net share was described as a relatively small amount (~$15,395 for the reduced scope). Council authorized signatures to move forward.
- A public hearing and permit request for a helicopter landing at Homesteader Park on Aug. 1 was presented by an event representative; the council approved the landing with no apparent objections.
- The council approved Resolution No. 8 (2025) to waive the open-container restriction for a class of 1974 alumni reunion at Plaza Diane; the motion carried.
Each item was moved, seconded and approved with no recorded roll-call vote counts in the meeting record.
