City staff said the Chapter 4 update adopts the MGT compensation study’s wage scale and clarifies on-call pay. The policy separates police department on-call pay from utility department on-call pay because schedules differ; staff proposed $2 per hour for on-call, $2.50 per hour for weekend on-call, and a higher holiday rate (amount in transcript transcribed as $33 but council referenced a holiday pay rate—policy text will control).
Under Chapter 6 the council approved adding the mandatory state 1.8% increase to the law enforcement pension plan contribution and clarified that a paid holiday is designated as an eight-hour workday. Staff noted other wording changes to use defined policy terms (for example replacing long descriptions of overtime computations with the term “overtime rate”).
Council confirmed that the wage-scale portion (Section 4.1) goes into effect July 1 with the new fiscal year; the other changes took effect immediately. The council moved, seconded and voted to approve the updates; the motion carried.
