The Chautauqua County Administrative Services Committee on Oct. 26 unanimously approved three routine measures: the reappointment of a Jamestown Community College trustee, a transfer carrying forward American Rescue Plan Act (ARPA) project budgets from 2024 into 2025 capital projects, and an amendment to the Department of Financebudget to cover equipment purchases related to a recent personnel restructure.
Committee members confirmed the reappointment of Louis DePalma to the Jamestown Community College Board of Trustees. James Feldman of the county executiveoffice said, "He has agreed to serve again, and President DeMar has asked and supported that we put him back on the board for another term." Committee members voted "aye" and the motion carried.
The committee then approved a resolution to transfer ARPA spending plan budgets from 2024 to 2025 and to make interfund transfers to capital projects. Sam Zafuto, deputy director of finance, described the measure as a carryforward of active 2024 projects and an internal correction of appropriation and revenue accounts. "This is a pretty simple resolution carrying forward the 2024 projects that are still active, basically, correcting the interfunds of both the appropriation and revenue account," Zafuto said. He noted the county took similar action last July.
The third approved measure amended the Department of Finance 2025 budget to cover equipment purchases. A finance staff presenter said the change responds to a fiscal restructuring that shifted staffing across offices, producing higher-than-expected needs for items such as desks. The amendment moves county funds between existing budget lines to cover those purchases; committee members voted to approve the transfer without further amendment.
