County staff seek lease and equipment amendments, generator and storage space for ballot processing and emergency supplies

Thurston County Central Services and Emergency Services staff on Tuesday briefed the Board of County Commissioners on a set of facilities and equipment items scheduled for action at next week's meeting, including a generator for the ballot processing project, lease amendments for county-owned facilities, and a leased storage space for Medic 1 supplies.
Tony Shaw, capital project manager with Central Services, said the county is requesting purchase of generator backup equipment for the Motman ballot processing center as part of Phase 4 of that project. "This is Phase 4," Shaw said. The item is on the draft agenda to allow the county to proceed with procurement and ensure backup power for ballot processing operations.
Kimberly, director of Central Services, described a requested amendment to the North Point Industries LLC lease at the Motman Center warehouses. The tenant had previously requested a termination clause after the board approved a five-year extension and a rent increase; staff recommended adding the clause. Another amendment would update the Atrium lease to include the Paterson lot (across the street) — the county was already paying for that lot but it had not been included in the contract — and would add prevailing-wage language for alterations and point the conflict-of-interest clause to the county's standards of conduct.
Ben Miller-Todd, director of Emergency Services, said Medic 1 PPE and reserve medical supplies are currently stored in multiple connex units; staff sought approval to lease a single, climate-controlled facility to co-locate and better protect those materials. "We ultimately have not been able to successfully find the space that we need" in county-owned buildings, Miller-Todd said, explaining why the department recommended an external lease.
Staff presented the items for board consideration on June 17. The clerk recommended sequencing to ensure contracts from the state or other funders arrive before downstream awards are finalized.
