City staff determined the project is categorically exempt from further environmental review under CEQA Guideline section 15303 (conversion of small structures).
Staff reading of the report stated conditions of approval were drafted and recommended; the Staff Hearing Officer said she had read and accepted the staff report and conditions and that the decision is final and not subject to appeal. There were no public comments on the item during the hearing.
