Acting City Manager Ryan Henry explained the Ohio Development Services Agency's CHIP program allows municipalities to partner with counties to increase available funding and reduce administrative burden. Under the proposed agreement the county would be the lead applicant and implementer; the city and county agreed to commit any applicable Community Development Block Grant (CDBG) program income—repayments from prior recipients—toward CHIP obligations, Henry said. He added the city had successfully received CHIP grants in 2019, 2021 and 2023.
Councilman Reynolds moved to approve the partnership agreement; Councilman Crawford seconded. A roll-call vote recorded ayes from Mayor Urschel, Councilmen Reynolds, Crawford and Walker, Councilwoman Cerise and President Smith. The motion carried.
Council members framed the partnership as a way to access up to $700,000 in CHIP funding for housing preservation activities while shifting much of the administrative work to the county.
