Board reviews MSBA policy updates and local changes to student drug-testing language

JFCI-1 (student alcohol and drug testing): administrators proposed revised local language clarifying that drug and alcohol testing would not be used to determine whether a student is under the influence, but could be used, at the discretion of administration, to reduce discipline or shorten the length of a long-term suspension as a condition of reentry. The policy draft specifies the district would require testing at a laboratory the district prescribes so results meet district-defined thresholds and reduce the potential for parents to obtain results that would be accepted in lieu of discipline. Dr. Willie explained the change is meant to avoid confusion about parental-initiated testing and to ensure uniform, verifiable results.
MSBA 2025 policy updates: the board reviewed several MSBA-recommended changes including DFA (investment policy alignment with Missouri State Treasury guidance), DFA-2 (repeal language), DD/JFCA (federal programs and projects with added whistleblower protections and procurement language), GBCBB (protected communications, incorporating federal whistleblower language), and IGBCA (programs for homeless students with updated dispute-resolution language). Administrators said they had no administrative concerns and proposed returning those items on the consent agenda at the next meeting.
Why this matters: the JFCI-1 revision clarifies how the district will use drug testing in discipline and reentry scenarios and standardizes acceptable testing procedures. The MSBA updates are primarily technical and regulatory alignments meant to keep district policy current with state-model language.
