Board members asked staff to confirm appeal rights under the GBK revision and to provide regulations that would spell out enforcement and procedures.
Board members specifically tied proposed IJNDB changes to recent state action. "This is directly tied to that house bill passing," a board member said, referencing House Bill 2484 and "Arizona Revised Statute 15" language noted in the presentation. The board asked staff to bring the proposed regulation language back so members could evaluate how the policy would be enforced and how the district would define exceptions such as "emergency" conditions for limited student use of wireless communication devices.
On child-abuse reporting (JLF), the board discussed whether new language would change reporting protocols and whether law enforcement should be the primary contact in all cases rather than campus SROs. Staff said they would confirm the intended reporting flow and any limits on information that may be shared with law enforcement.
No policy changes were adopted; board members requested that staff return with corresponding regulatory language and clarifications to ensure due process, definitions and compliance with statutes.
