Committee advances ordinance creating multiple San Francisco entertainment zones amid neighborhood objections

The Rules Committee on June 9 voted to send to the Board of Supervisors an ordinance creating several city "entertainment activation" zones, including Valencia Street, Pier 39, Folsom Street, Ellis Street, Yosemite Avenue, Hayes Valley and Yerba Buena Lane.
The clerk noted the item had been continued previously to add areas. Richard Johnson, speaking for a Hayes Valley coalition called HV Safe, told the committee the neighborhood of more than 9,000 residents learned about the proposed Hayes Valley inclusion through a press announcement rather than community outreach. "This legislation was introduced in an unethical and exclusionary manner," Johnson said, and he asked the committee to require more equitable notification and engagement with neighborhood stakeholders before moving forward.
Chair Supervisor Walton said the legislation affects several supervisorial districts and expressed support for the measure; she moved to forward the item to the full board with a positive recommendation. The motion carried without objection (Vice Chair Cheryl, Member Mandelmann and Chair Walton all voting aye).
The ordinance will be considered by the full Board of Supervisors. Committee discussion did not record changes to the ordinance text during the hearing; public commenters asked for additional outreach and process clarifications. The committee's positive recommendation advances the item to the full board for possible adoption or amendment.
