Council approves City Park restroom renovation; project will create two ADA-compliant unisex facilities

The Westminster mayor and common council on June 9 approved a $54,950 contract with Singh and Sons Contracting LLC to renovate the City Park restroom building.
Director of Recreation and Parks Groveland told the council the building was constructed in 1974 and is functionally outdated. The planned renovation will replace plumbing fixtures, flooring, exhaust fans and other elements to meet current codes, including the Americans with Disabilities Act and modern plumbing and electrical standards. The project is funded through a Fiscal Year 2024 Program Open Space grant, Groveland said.
Staff said four contractors responded to the solicitation, with bids ranging from $54,950 to $152,178. After reference checks and review, staff recommended Singh and Sons Contracting LLC as the lowest, responsible and responsive bidder.
Council members asked for details about scope and code compliance. Councilman Dave Huff asked whether the Program Open Space grant would cover the cost and whether unused grant funds could be reprogrammed; Groveland said the grant will cover the project and that excess program open space funds can be reprogrammed for other city park projects. Huff also asked how many toilets and sinks would be replaced; Groveland said the existing layout of two toilets per side (four total) will be reconfigured into two unisex ADA-accessible restrooms, reducing the total count of toilets from four to two.
Councilman Greg Pecoraro asked why the lowest bid was substantially lower than other submissions; Groveland said the city reviewed the bid and reference checks indicated the contractor’s price and scope were adequate and responsible. The council approved the award by voice vote.
Pecoraro and Huff thanked staff for pursuing grant funding and noted the project’s potential to free additional Program Open Space funds for other needs.
The contract award directs Recreation and Parks to proceed with construction and report back on timeline and completion milestones.
