Hayden City accepts flow-monitoring memo; staff says sewer line has capacity for about 191 more connections

Hayden City Council voted June 10 to amend the city's 2020 Sewer Master Plan after receiving a flow-monitoring technical memo prepared under contract by JUB Engineers.
City staff described the memorandum and recommended amending the master plan to replace modeled flow estimates with measured data from a monitored site on Hayden Avenue. Alan (staff) told the council that the flow monitoring found about 191 available connections on the monitored line before it would reach critical capacity.
Council members asked clarifying questions about the geographic area served by that line. Alan said it serves much of the area north of Hayden Avenue and east of Government Way, but not the entire neighborhood — roughly half of that area. He also explained an unusual pipe cross-section described in the memo as "elliptical"; the pipe was deformed in the ground and the consultant adjusted the analysis to compensate for the noncircular shape.
A council motion to adopt the amendment to the 2020 Sewer Master Plan was made and approved by roll call. The action will allow the city to use the measured flows and the updated capacity estimate when considering future development connections and scheduling capital improvements.
No detailed schedule or funding plan for corrective construction on the affected sewer line was adopted at the meeting; staff said the capacity finding gives the city time to address the line in the next few years.
